Maybe.
SDR Uno and SDR# have good scanners, so if you have these radios there's already a solution.

At one time there was some discussion about decoding HD signals on the medium wave band, having a scanner function to search for these signals would be a nice feature. I was not aware of royalties, that is unfortunate, but it could still be searched for and statistics revealed? As in; " four HD stations have been discovered". Along this line of thinking it may be possible to give statistics for other data. For example, for the chosen bandwidth two stations are s9+20, six stations are using AM, twenty are using SSB. Perhaps scanning for a report of modes and signals? A lot of data is visual, like the signal history graph, but we don't have a report on information. Patent litigation is the reason I haven't written a DAB decoder, also the reason why I don't have HD decoding. DSB will be OK when I'm ~70 years old, HD the same time I expect.
Note: I could be wrong about HD patents, haven't checked for a while and have now forgotten.
