If I change the TX buffer, I still get bursts, but it changes the length between bursts (dropouts). Longer buffer, longer time before the next dropout. Shorter buffer, dropouts more frequent.

Simon, with 3.06 and my PlutoSDR I was getting the bursting at the lowest bandwidths. Changing the buffer just resulted in different lengths of bursts. This was on an old AMD laptop and brand new HP I7 8550. However it seems to be fixed by turning off the Windows Firewall ! 
The bit I don’t understand is that it all works fine on a Windows 10 VM under Parallels on a 6 year old Mac Mini with firewall on!
i’ll do Debug later on both machines with and w/o firewall.

WRONG WRONG WRONG

he had distorted audio cause he used fm bw 12 kc or so (wfm is not bfm!!)

with switching to bfm the distortion is gone (I AM SURE ON THIS!!!)

i looked his screenshot (and zoomed it up to see what mode and bandwidth he selected) .... and it was not bfm 150 to 250kc (what you would need for local fm commercials on 88-108 megs)

he selected wfm ... and that is not wide enough

no wonder he had distorted audio ... it is NOT overdriving the chip so attenuation with hardware does not work!!!
