Back to the OP question, YES!
As Cal says, at the very bottom of the DSP panel are the two squelchs (FM, and AM/SSB).
CTCSS is right under the FM squelch:

Automatic gain selection seems to mask an issue, as there is a channel attribute write error visible in the log on each start of the device.

You could process both recordings through a sound program that sets the volume the same. Normalize is the command your after. Example software

The output is low, suits a quiet RX like the HF+ but will most likely need a preamp with a RTL.

It may be compatible; but, you'd never catch me trying to use it that way. The RTLSDR dongles are NOT really fit for HF coverage even though you can sort of make it work after a fashion.

CTCSS encodes about 4 bits in its wide tone selection range. So, yes, it is a "code" that needs "encoding" and "decoding."
