Just for information VB-Cable or VAC are not needed with the Intel NUC if the Realtek audio driver is installed from the Intel NUC driver download website.

After a few more hours of trying to figure it out, playing with VBCable Control Panel settings and such, it seems that SDR-Console is passing the audio to ATCSMon. Although its not able to decode it

I suspect you're right about a ground loop Jim
If your motor uses a ground wire some motor current will leak into other
ground connections.
Ideally use completely separate isolated plus and minus
