A SWARL callsign is valid worldwide and even serious platforms like eQSL can be accessed and there swap QSL cards with hams. I am a ham op but also use my EA1036-SWL call with international

The CC Cluster will allow you to enter your SWL call as I have just tested it on my cluster on it works fine.
From SDR Console you can select or add a new DX

I believe the usual suspects, COM0COM and the like, all have facilities for sharing com ports. But it can be tricky to setup. I've not done it in enough years I can't help configuring that

If you go to swarl.org/callsigns, you can get a Shortwave Listeners only callsign, which you can use in DX Cluster. It is unique to yourself. I got one in 2020 and use it with DX Cluster.

You can't run the 32-bit kit on 64-bits, anyway it uses the same logic.
Audio dropouts will not be related to the G33DDC, rather Console in general.

Can I run SDR Console as 32bit app on 64bit PC?
I use SDR Console as a 64bit app now with a G33DDC radio. It is sensitive to span sizes to run efficiently, ie a 1.66Mhz span runs at 3.6 % vs a 2Mhz span at about 1.2 %. And there are audio dropouts

You cannot connect two programs to the same com port if running the two programs at the same time.

If you use wsjtx with rig alone the soft controls frequency (and ptt) via cat.
If you start sdr console it also looks for the comport to control the rig..
And then there maybe is logbook..
