What Version of 3.xx are you running?
Click on "View" in the ribbon bar and under "Spectrum" you should see "Band Plan".
I believe this was added over a year ago? Current version (Public Beta Version)

First approximation - your Windows default setting is borked.
Second approximation - SDRC does not do bands. It does favorites. Resave your favorites with the desired audio setup.

Firstly "Default" in SDRC always refers to the Windows default audio playback device, AFAIK at least.
When you say "change bands" how are you doing it?

I am not able to get audio in V3 with the default audio setting, however I am able to get audio by going down the list to:

I think the card could be running in a dumb mode without the NVIDIA driver installed. When this happens all the DirectX work takes place on the CPU and performance can be quite poor.

If you've not provided a full size screen shot of SDRC when it is exhibiting this problem that might be a good idea, too. Show as much detail about your setup as possible, of course.
