Why not run the RSPdx in SDRC Server?
Looking at the list of servers, there some on public servers:

The basic problem with the transmit side and really the receive side as well is the math involved requires small fractions of a degree and small fractions of a dB precision in setting

Are you sure that is US Coast Guard Weather RTTY on 4006 kHz USB, the frequency shown in the attached JPG? I’m not aware of USCG using that frequency or frequency shift for WX
