Yes,
USB throughput, I get the impression you’re dropping occasional packets which could cause this. It doesn’t appear to be CPU related, so it’s bandwidth related.

So,
The simplest option would be to add a button which displays a list of SDR Console instances on your LAN (i.e. SDR Console must be running) and you can then copy the Favourites from that

I found a fairly simple workaround that satisfies my needs for now. I first shared the folder that stores SDR Console's "favorites" settings; C:\Users\Dominic\AppData\Roaming\SDR-RADIO.com

I use all Apple gear and with ICloud it all automatically. 2 computers, iPhone,iPad, 2 laptops. All data transfer automatically.

I use the same solution John Barnett suggested, and have been using it for at least 6 or 7 years....Xmarks. Works great. (At least, the Firefox version of it does.)

Sorry – not a clairvoyant yet 😊 . This could be overload, the S2’s filtering will be different at 3,072kHz. I wonder whether you have USB bandwidth issues? Hub / Powered / Switch

I sometimes get that if the PC is working hard generally - for example 3 instances of SDR console, and 6 instances of JTDX, then I add to that running a 4th instance of SDR Console running

Don't you see the horizontal lines in the upper half on the screen (when running 3072 BW) suddendly disappearing when lowering the BW to 1572 ?
