When I checked with the Perseus,  the LPF button does not exist on the Home ribbon bar. 

I presume this is because the Elad covers HF and VHF.

Next thing to work on is getting station lists to show up. I need to get it set up for both the Perseus and Elad,  both AM (BCB) and shortwave. Sounds like it could be 4 lists to get configured. Tomorrow's project. It is 3 am now so bedtime.

When using the Elad S2 native software, the signals were loud and crisp (no background noise).  When I used Console, the signals were way down in signal strength and had a lot of noise/hiss on them (same ones that were crystal clear on the native Elad software). One particular station was S9+20 on the Elad software and only S7 on Console.  There was no attenuation on in Console.

When I used my Perseus, the Perseus software and the Console software produced the same quality, which contained no noise or hiss.  Basically the same as the Elad native software. Same station. Both Perseus and Console were S9+20.

Ham Radio Deluxe will also work, and if you choose to use the ICOM remote there is compatible software available for purchase for that. I have used that as well as Win4ICOM and prefer the latter. HRD makes a superior waterfall and spectrum graphics but is a bit more difficult to set up for transmit functions.

I am in the process of obtaining an Icom IC-7610.  I understand that it now has, via USB-3 and drivers, I/Q output, etc.  Is this radio now working with SDR-Radio software?  If so, is there someone who would point me to some video or documentation on how to set up the 7610 and the software, so things work correctly?

This is first time install on this computer. 
Both C++ redistributables have been updated/repaired, and still no luck.
This is a fairly clean windows installation, no other anti-virus/malware protection besides what windows have.
I'll check the theory about bad disk with a scan during the night, but I kind of doubt that be the issue.

Access violation while trying to use a hook for keyboardproc, could perhaps indicate problems related to Norwegian windows/keyboard?, or a certain part of the code that relies on legacy that would trigger this error. (Pure speculations of course)
