There are TWO settings for windows firewall. One for public, one for private. I would start with disabling the firewall completely for both public and private at both the “server” computer and the “client” computer. if it works then, look deeper into the firewall settings on both for all the applications.
Also, try connecting local with the IP address and not a machine name and make sure any port numbers are correct and are not the same as any other device or app. I.e, you can’t have two apps both on port 80. IP addys identify the computer, ports identify functions.
