Rich, here is the link to the Beta version of SRD Cosole: https://www.sdr-radio.com/download#Beta

The 3.1 release version you have is the stable 3.1 software. It does not get updated, it is locked. All new features are added to the beta versions. This will end up being the next stable version (3.2). 

I am running the latest beta and have enabled the band plan feature. I have edited it to show the US amateur band with sub-bands. It is a helpful feature.
