Kriss, those two recordings are an OTHR, this is my local one nicknamed Pluto II from Akrotiri in Cyprus. It's about 3000KM from me and the associated ionosonde makes a useful indicator of the F2 MUF. It's very common to see the OTHR sitting right at the point the ionosonde signal fades out and it moves frequency following the MUF. It tends to sit where it wants with no regard for other users or allocations. The attached jpg I made demonstrating ISM squiggles on 27MHz shows the two signals of the Cyprus ionosonde fading at the top end of 10M and two OTHR signals can be seen around that frequency.
