I have the same issue. I'm not able to synch my IC-9700 with the latest SDR Console 3.0.17. The external radio window appears with the correct QO-100 freq. 431.740.00 (equal 10.489.740.000). This is correct but I'm not able to synch.
As I know you support only the Kenwood TS-2000 CAT commands, perhaps is this the issue. I'm also using Omnirig v1.19 with the correct ini-file and 100ms polling intervall, but it does not synch.
